Federal Employment Information Fact Sheets: Peace Corps and AmeriCorps VISTA (Non-Competitive Eligibility)

When you leave the Peace Corps or AmeriCorps VISTA, you have a certification of non-competitive eligibility (NCE) for Federal jobs. This means that a Federal agency can hire you outside of a formal competitive announcement process for a vacant position. You are granted a one-year period to be non-competitively appointed to a normally competitive Federal position. Appointment must be made within 1 year after the Volunteer completes the qualifying service. The agency may extend the period for 2 more years to a total of 3 years if the individual, after the qualifying service, is in the military service; is studying at a recognized institution of higher learning; or has been involved in another activity which, in the agency's view, warrants an extension.

This eligibility does not entitle you to a Federal position. You must meet the qualification standards for the position, including passing a background investigation. Agencies are allowed to hire the eligible Volunteer for any position the individual is fully qualified to perform. You may still apply using the normal competitive application process for Federal jobs. To be eligible, please note this in your resume and attach your Description of Service.

Please note most Agencies use automated hiring systems that require an eligible applicant to state their previous grade and series, which are not applicable for Peace Corps and AmeriCorps VISTA alumni. Please call the contact listed in each job description for guidance on how to respond to this question.
