Summary

The Chief Data Officer serves as a principal advisor to the Office of Personnel Management (OPM) Director and the Executive Director for Human Capital Data Management and Modernization and is responsible for human capital data across the Federal enterprise and within OPM. The position is aligned with and supports implementation of the Evidence-Based Policymaking Act of 2018 and GPRA Modernization Act of 2010 and plays a critical role partnering with agencies across the Federal government.

Duties

Help

As the Chief Data Officer, you will be part of Human Capital Data Management and Modernization organization (HCDMM). If selected, you will be responsible for:

  • Advising both the Director of OPM and the Executive Director of HCDMM on establishing standards, protocols, and governance for the Title 5 government-wide collection and utilization of human capital data, and for implementing OPM enterprise and government-wide data strategies;
  • Championing a culture of data and evidence-based decision making across the federal enterprise through leading the development and delivery of human capital data products and services government-wide and leading insight-driven, data analytics initiatives;
  • Leading a team within OPM and developing and assigning data related roles and responsibilities, promoting employee development in data access and analysis, and executing a Strategic Data Plan;
  • Leading agency execution of HR Data Strategies and governance frameworks for achieving the strategic objectives;
  • Leading efforts to track and integrate data collections, data purchases, databases, physical data models, and linkages between data sets across OPM and integrating data lifecycle management activities and data quality measures on behalf of OPM;
  • Leading strategic conversations about data with critical agency partners such as center of government agencies (e.g., OMB and GSA) as well as Federal agency Human Capital Data Champions, Chief Data Officers, Chief Human Capital Officers, and representing OPM at government-wide executive forums;
  • Serving as the agency's Responsible Artificial Intelligence Official under E.O 13960 as well as Chief AI Officer under E.O. 14110; and
  • Ensuring OPM data conforms to specific policy-related activities and, to the extent practical, with data management best practices.

  • This is not a remote position, selectee will be required to report to the duty station on a regular basis. Telework may be authorized.

Qualifications

The Executive Core Qualifications are required for entry to the Senior Executive Service; to meet the minimum qualification requirements for this position, you must show in your resume that you possess the five Executive Core Qualifications (ECQs) and two Technical Qualifications (TQs), listed below.

EXECUTIVE CORE QUALIFICATIONS (ECQs):

ECQ 5 - BUILDING COALITIONS: The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

TECHNICAL QUALIFICATIONS (TQs):

  • Extensive knowledge of, and demonstrated experience with, the principles, procedures, and tools of data management, such as: modeling techniques, data dictionaries, data warehousing, data mining, data disposal, and data standardization processes.
  • Demonstrated experience overseeing enterprise data analytics. This includes experience creating and scaling operations, managing consultancy units and promulgating data governance and analytics policies and best practices to leverage data for maximum business value.

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the quality and extent of your total accomplishments, experience, and education. Resumes will be evaluated by a rating and ranking panel, and highly qualified candidates may be invited to participate in a structured interview and undergo a reference check. The OPM Executive Resources Board (ERB) will review results and make recommendations on final selections to the approving authority.
